Intervention by Stéphane Beaulac, Miriam Cohen and Sarah-Michèle Vincent-Wright at the Supreme Court

The Observatory on National Security Measures of Prof. Stéphane Beaulac, assisted by Prof. Miriam Cohen and doctoral student Sarah-Michèle Vincent-Wright, acting as interveners, after having filed a factum in the appeal before the Supreme Court of Canada in the case of Alexandre Bissonnette, the Quebec City mosque killer, argued on March 24, 2022.

The proposed complementary approach focuses on the issue of inter-legality and the reception of international law in domestic law, more specifically the normativity of international criminal law as a relevant and persuasive element in the interpretation and application of section 12 (cruel and unusual treatment or punishment) of the Canadian Charter of Rights and Freedoms.
