Nouwagnon (Olivier) AFOGO is a doctoral candidate (LLD) at Université de Montréal and Université Jean Moulin Lyon 3 under the supervision of Professors Miriam Cohen and Kiara Néri.

The subject of his thesis is the contribution of the International Tribunal for the Law of the Sea to the protection of human rights in litigation concerning the coercive enforcement of coastal state laws and regulations against foreign vessels. He questions ITLOS's room for manoeuvre in assessing the dialectic inherent in the exercise of the coastal State's jurisdiction to intervene at sea (the preservation of public order at sea on the one hand, and the protection of human rights on the other), taking for granted in international law the complementarity between human rights and the law of the sea.

Mr. Afogo holds a master's degree in law from the Université d'Abomey-Calavi and a master's 2 in law from the Institut des droits de l'Homme Lyon, the Université Jean Moulin Lyon 3 and the Université Grenoble Alpes. His research focuses on general international law, with a predilection for regional and UN systems for the protection of human rights, the law of the sea and international dispute settlement mechanisms. He is a part-time lecturer at Université Jean Moulin Lyon 3 and Université Grenoble Alpes (Valence site).
